I fear the bill in question violates the federal constitution. Article V, II, 8 states

This clause appears to apply to both federal and regional voting booths. Unlike previous clauses in the same section, clause 8 does not contain the word "federal" so it must be assumed that the 20-minutes rule is universal.

Of course what I'm saying here is merely a suggestion. I stumbled across this thread and wanted to let you know what I think

Ah, I guess we're going to have to bring this up to the senate! Grin

By this I mean I'm withdrawing this bill and I'll bring it up to a Senator.
