I think it should be changed, in order to have contiguos districts. As pointed out by Senator Windjammer, it would be strange to have a district with New York and Colorado (for example), because only in this way there would be an equality in population.
And so the difference should be increased to a maximum of 3 voters. What do you think?

Continuity could be a problem with New York, as that state would serve as a bottleneck of sorts. A difference of 3 would sound sensible to me, though.

If I recall correctly, there are states that have 8-9 members (like MI). I think only 1 is too low.
Proposing an amendment here, basically this suggest the obviously non partisan SOFE draws the lines if there is a deadlock, and changes the census used so it's not 12 months out of date when the maps are drawn.

I don't know if it's a mistake, but in your amendment districts are still not contiguos and IIRC you want to have contiguos districts.

Am I missing something in the bill? How does the commission determine the maps that are sent to the Senate? It no longer says majority as best I can tell; is it majority, unanimous or what?

Part of me would prefer if the Governors didn't comprise the commission since theoretically, these seats have to represent the popular interests of the whole nation and whilst a regionalist, I have always considered myself someone in favor of a balance of a powers and thus way back when proposals for an all regional Senate were put forth in the RPP I opposed them when not accompanied with a bicameral lower house. I would worry the same would apply here depending on what the governing motivation of the Governors is obviously. The good of the region (Which their job description demands) and the good of the system (which this kind of would depend upon) and those two obligations might conflict at points.
