Who would fill the seat next to the Speaker of the House in the State of the Union if both the Vice President and President Pro Tempore couldn't attend?

I don't think anyone would necessarily have to, but the Senate could designate whoever they want as a temporary presiding officer.

Possibly the President Pro Tempore Emeritus if there were one at that time. If not the PPTE, then almost certainly the most senior member of the majority who could attend.

When President George Bush gave his address to Congress nine days after 9/11, Robert Byrd sat in with Dennis Hasert since Vice President Cheney was in an undisclosed location.

Yeah, he was President Pro Tempore.

Daniel Inouye did the same in 2011 since Vice President Biden couldn't be there.

If Speaker can be presiding officer and leader of his party at the same time, so should be Senate Majority Leader.

This is being applied in some state Senates, like New York, where Majority Leader is also PPT.

So likely if the VP and PPT were couldn't attend, the majority party would just nominate somebody in caucus to go in their place?
