The Cannabis Initiative
Section 1: The cultivation, consumption, transport, sale and possession of cannabis shall be legalized.

Section 2: A 20% sales tax shall be imposed on the sale of cannabis.

Section 3: Operating heavy machinery under the influence of cannabis shall be illegal. Violators face fines of up to $5,000 and a suspension of driving licence for up to a year.

Section 4: Cannabis shall not be distributed in any way to those under the age of 18.s

Section 3: Operating machinery under the influence of cannabis shall be illegal. Violators face similar punishments to DUIing.

Just a note, a can opener is machinery - no opening cans while high! You might want to say 'heavy machinery'.

As required by law, I formally recognize this petition.  Seven signatures will be required for the initiative to be added to the ballot on May 20th.  All signatures will need to be made within seven days of the introduction of this petition.

Note to Dean: I'm prepared to overlook any amendments you decide to make to the bill based on John and Peter's comments (they really should write all the initiatives that get shoved in front of me Wink).

Don't worry too much, I'll take care of the spelling if it gets as far as the ballot.

By the way, there isn't a single signature on this yet.  Not even from Dean.  Reminder: it needs all seven signatures within seven days of introduction to reach the ballot.

Just a note: section 1 is redundant when put beside what will very soon become federal law, which is that marijuana will be legal everywhere unless regional law says otherwise.  To my knowledge, the Mideast never criminalized marijuana, so, after that federal law passes, saying that it's legal is simply stating the obvious.

This federal law also says that commercially sold marijuana cigarettes will be subject to the same restrictions as tobacco cigarettes unless a regional law says otherwise, so I believe that section 4 would be unneeded as well.

Its never criminalized marijuana, but then we never criminalized murder or robbery. As at the federal level, all State laws are considered to be effective in their respective jurisdictions until overriden by a Regional law.
