Chapel Hill clearly, with the stipulation above and it being obvious I'm just not sleeping in Borough Park and spending all my waking time elsewhere in surrounding areas.

In this case the neighborhood has a larger population.

It just seems like a weird hypothetical.  That you would live in Boro Park, but would never walk 1 mile to one of the best city parks in America or take a 5 minute train ride to Park Slope or a 20 minute train ride to the East Village.  Or, work in Manhattan for that matter.  If you just treated Boro Park like anyone treats their neighborhood in NYC, it would be completely fine.  And, it's true that Hasidic Jews might be annoying, but so are college students.
