Wolf halts death penalty in Pa.

With just over two weeks until Pennsylvania's next scheduled execution, Gov. Wolf on Friday halted use of the death penalty until after he gets the report of a task force now studying the future of capital punishment here.

Acting on concerns he first expressed during last year's campaign, the new governor cited a wave of exonerations nationwide in recent years and questions about the effectiveness of executions.

"This decision is based on a flawed system that has been proven to be an endless cycle of court proceedings as well as ineffective, unjust, and expensive," the governor said.

The death penalty is so capricious in its administration that it is not a reliable deterrent. Crooks aren't thinking of the death penalty when they start an armed robbery or rape or pull a gun on a cop.

Even death penalty supporters would have to admit Pennsylvania's death penalty is a massive, pointless waste that never gets used, much like California. The only people ever executed in Pennsylvania are inmates who voluntarily waived all their appeals.

And the last one had been put to death in 1999, almost 16 years ago. Death warrants are being regularly issued just to be halted. Death penalty in Pennsylvania, just like in California, is basically a very costly life imprisonment.

Nonetheless, a massive FF decision by Governor Wolf Smiley

How does that make any sense?

Without the death penalty there is no further punishment for inmates sentenced to life. Therefore they have no qualms about killing prison guards or other inmates.

Governor can stay executions, whether for just one inmate or en masse.

Exactly the same kind of moratorium Ryan, Hickenlooper or Inslee imposed.

HP -- Pennsylvania ought to expand their death penalty, and transform it from a theoretical punishment that's never used to one that is actually used for people who deserve it. To cite the most famous case, it's a travesty that Mumia Abu-Jamal is still alive.
