Without putting too fine a point on it a lot of farmers don't know much about managing a farm... but that's a different issue.

I should point out that fields have been plowed for thousands of years.

I should also point out that while a radical overhaul of agricultural policy is needed in most countries, following a policy that would lead to mass starvation probably *isn't* a good thing...
