Just wanted to say I think this sounds like a good idea, I'd like to see it expanded to policy as well because it's good to actually carry out detailed discussion. Looks good!

Thank you, Mr. Speaker.

Too often, the citizens of the Northeast are told to vote on Constitutional Amendments without any context or debate.  Most Northeast citizens aren't Constitutional lawyers and don't have the time or inclination to research whether a proposed constitutional change is necessary or proper.  This bill forces the sponsor of a proposed Constitutional amendment to provide context for why his or her proposed amendment is necessary and proper.  This, along with any reasons thought up by a Northeast Representative as to why the proposed amendment is not advisable would be placed in a thread on the Atlas Fantasy Elections board for all to see.

Getting the informed consent of the governed is what should be required to do something as important as changing the Northeast Constitution.  Uninformed consent can lead to unintended consequences.

Under the SOAP, debates are open for 72 hours unless there is a motion from an Assemblyman to shorten the debate period and the Speaker accepts it.  No debate may be less than 36 hours, so the earliest there could be a vote is after 1AM tomorrow morning.
