Bush wins in the House, and I suspect there'd be a backroom deal cut to give Cheney the Vice Presidency.

That said it's far more legitimate than letting the Supreme Court (Florida or National) decide, since this is Congress job in the first place.

Until and unless Jeffords switched, there would be no Vice President if the Senate voted on party lines.  It takes a majority of the whole number, i.e., 51 Senators to elect a Vice President.

I do not think Gore (or any VP) would not be eligible to vote for a VP.   The Constitution requires "a majority of the whole number of Senators", since the VP is not a senator his vote woudl not count.
