Granted, the outcome of that primary won't matter at all - but it is truly interesting to my way of thinking.
The state is never polled, there are only a handful of party members, their opinion doesn't matter, and it is a winner-take-it-all state.
You'll never know how these few people, who hold their party conventions in a phone booth, think and vote, thus making a prediction even harder and more interesting.

Who stands the best chance of winning the 100 votes of the D.C. Republicans?

It will. If on Super Tuesday, which I think will be on that day. Bush wins, by 6 points.

Going by 2008 and 2012, they have a closed primary with a small voter pool of about 4,500 votes which votes for the primary winner.
