Bush's problem was not micromanaging.  It was delegating the work to people like Paul Bremer and Tommy Franks who were entirely incompetent and not even telling them the specific goals of the mission. 

Bush unfortunately just sort of hid behind calling any criticism anti-American and deferred to Generals who didn't have any goal in mind.  It was dysfunctional because Bush should have managed more closely, not less closely.
