On this particular issue, Cuomo is correct.  These treacherous towns must be forcibly depopulated by any means necessary, for the wellbeing of the land they occupy.

It's not an area that receives much attention from state government, and even in an independent Upstate NY it would probably be marginalized in favor of interests from the more populated cities and suburbs along the I-90 corridor.

Removing the gigantic megalopolis that takes up over 2/3 of the State's electorate certainly wouldn't hurt. The Southern Tier isn't populated enough to have its own State, but it could receive a fair representation in a multi-polar State, where it could be on an equal footing with the Albany, Syracuse, Rochester areas and Western NY.

Last Sep I toured some fracking sites in Weld county CO. Until you got right up to one, there was little sign of impact. I've been in Tioga county PA, too, and the impact was much clearer. I have no idea why groups assume all states operate franking the same way - they don't. Fracking is mining, and mining always has the chance to contaminate the environment if not properly regulated. There's nothing stopping NY from adopting stricter regs that protect the public, but instead it looks like ignorance wins the day there.

Why would the Southern Tier be on an equal footing with areas that are more populated, less isolated, more prosperous, that have been more influential than the Southern Tier throughout New York State's entire political history, and that collectively have more in common with each other?

The Southern Tier has roughly 1 CD worth of population.  Upstate NY would have eight to ten CDs depending on where the border would be set.  The various metro areas would collectively outweigh it, but it would have some clout, unlike in the current 27 CD NY where the city dominates all.

This is not a true statement, despite vehement anti-fracking sentiment in the Finger Lakes and most of the Hudson Valley.

There was some old poll showing that upstate was more anti-fracking, but anyways in the latest poll, 57% of those upstate and 57% of those downstate both support the ban.
