This. Are we talking Ronald Reagan fiscal conservatism or a "Blue Dog" Democrat? Is the candidate running for executive or legislative office? Do the social issues in question have a broad enough base of support to potentially come up during his/her term? It would also depend on who controls Congress and whether social or fiscal policy is more important at the moment.

This. If by "fiscal conservative" you mean simply not expanding the government, balancing the budget by cutting/reforming certain programs, etc., then easily option 1. If by "fiscal conservative" you mean radical right-wing social engineering like privatizing/abolishing SS/Medicare, imposing nationwide right to work, making draconian cuts to education, etc. then I might end up holding my nose and voting option 2.

This is tough because if I went with option 2, I'm voting against my own rights since the candidate opposes prohibiting discrimination in the workplace and housing based on sexual orientation and other basic equal rights.

On the other hand, option 1 wants to abolish or keep the current minimum wage in place, repeal Obamacare entirely, raise the sales tax, and cut money from local governments which hurts our public services and roads. And this stuff affects me negatively as well.

So narrowly, narrowly option 2 since my views are slightly closer to them then option 1, and sociocons are rarely ever taken seriously.
