Seriously, as much as I loathe Thatcher's policies, Tito was probably responsible for more deaths than Pinochet.

As much as I hate to say it, Thatcher.
Yugoslavia's situation greatly declined after his rule ended, more so than Britain under Thatcher.

Tito was a ruler keeping several people from murdering each others, he general delivered  economic growth and prosperity to his subjects.

Thatcher (or the she devil as I like to call her) was a PM who split the people of UK, impoverished many, bribed her supporters and was general one of the most horrible elected leaders of Europe since WWII.

Still I vote Thatcher with no doubt. Because she was elected and she left her country more well of after her leaving power than Tito did. If Tito had succeded in creating a Yugoslavian indentity and I had the hindsight of knowing what would have happen if he didn't I would have voted for him. But he didn't succed in that, so he will always be inferior to a leader who didn't leave her country in civil war after her death.

Tito though he sadly failed to sustain Yugoslavia beyond his death was a noble man who fought against various evils he came across. Thatcher was a lightweight who got lucky and now has a creepy as hell fanbase.
