It's obviously a joke about how all the pundits think Jeb will sweep the Hispanic vote because of his wife.

He'll do very well with the Hispanic vote because he's pro-immigration reform and not offensively conservative. Bush 43 was adored by Hispanics and that's how he won NM in 2004 (albeit narrowly).

I'll go ahead and say that Jeb could put NM into contention if he wins the nomination,  if him putting resources into the state is a given.
