I think that he knows what his odds are but feels like somebody has to do it. I also see him as a bit of an opportunist, since he was sounding Warrenesque notes in a recent speech and feel like he might be trying to fill a void similar to how John Edwards rebranded himself as a populist in 08.

He has the same base of black voter support as Hilary does. If she decides not to run, he has a chance, but VP wont be offered, Hilary needs a younger Jim Webb type or a working class Dem at it will be Tom Perez, or Kaine or Hickenlooper

He could run for governor again in 2018 (Maryland only forbids more than two consecutive terms) or he could run in 2018 for senate if Cardin retires in 2018 (He'll be 74 in 2018, not out of the realm of possibility). But he'll be our next president so all of this is moot.
