In the mid-1900s, I would have said yes.  The reason for this is because of WWII.  The United States needed to have a large army in order to attack the Germans in Europe, since Hitler too had a large army.  In the world of 2005, we don't need that anymore.  Our technology has enabled a significant reduction in use of manpower.  The wars fought now are vastly different, especially Iraq, as an example.
