I'd write this off as an electoral-type event, but Nazarbayev suggests he might step down:

We'll see what happens at the party congress on March 11. If they re-nominate him then feel free to move this to IGD.

So Russia seems to be alienating its traditional client states now. I assume with the new economic deals that Kazakhstan will soon fall into the Chinese orbit.
