There were some counties in northern Wisconsin where this must have happened.

- wanted change at all costs
- Democrat who thought Obama handled the economy badly
- gay Republicans

Out of your list i'd say gay Republicans is most likely. Also the type of person who just always votes against the incumbents.

It can't be that small a percentage since plenty of counties in Central and Northern Wisconsin had a more Democratic margin for Senate than President.
