So per the "recommends" language in the preamble, sections 1 and 2 are to be enforced by the SOEA/the president, or am I misunderstanding the proposed legislation?

To let everyone know I've alerted Superique to this bill.

The immediate issue here that I see is section 1c. For one thing this could possibly limit things like airstrikes which the nigerian government may not be able to provide. More importantly though, while I definitely don't support troops on the ground now, we shouldn't tie our hands competely behind our back. A bill to never get militarily involved in, say, Iraq again would seem like a great idea in 2005 but seems less great now.

I don't support TNF's changes to 1a and 1b, since I don't really have an issue with our intelligence forces and External Affairs agencies aiding Nigeria without actually putting troops on the ground. I do support the change to 1c, since it's probably not a great idea for us to keep a troop presence only to protect our infrastructure.

If you want an eventual agreement to be signed by the Senate, the 31st of March is I would think not enough time.
Otherwise, I don't support changes to 1a and 1b, but support the ones to 1c.

I join my colleagues in not supporting the Senator TNF's amendment and I hope that the Senate will reject it. I can't support his changes at the original bill.
