Alabama; Don't bother (besides if a tea partier wins here, you can use money later)

Alaska;

Convincing Murkowski to switch parties (I'm convinced she would win a Democratic Primary, and I don't believe Begich would win in a Presidential year-though he would be an excellent candidate to run against Sullivan in 2018)

Arizona

Rep. Kyrsten Sinema.

Arkansas

Former Senator Blanche Lincoln (If only because that allows an attack on Republicans as the Party of Stuffy White Guys)

California

Attorney General Kamala Harris and Treasurer John Chiang would be IMO, the strongest candidates,, though someone like Xavier Becerra or Raul Ruiz certainly wouldn't be a "bad" choice either.

Florida

Either former Governor Charlie Crist or Jacksonville Mayor Alvin Brown would be our best candidates (Murphy would be fine for the base, but a Rubio, Putnam etc. will beat him in in a Presidential election year)

Georgia

Atlanta Mayor Kasim Reed

Idaho See Alabama

Illinois

Lisa Madigan and Robin Kelly are our best candidates IMO, though we should beat Kirk unless something goes wrong.

Indiana

Former Treasurer Joe Hogsett (He's young enough, at 58 for such a campaign to be plausible, and presumably he'd have the resources to run)

Iowa

Chet Culver or Pam Jochum would be my best bets here.

Kansas See Alabama/Idaho

Kentucky

Greg Stumbo or Adam Edelen would my picks here.

Louisiana; As much as it pains me to say it See Alabama/Idaho/Kansas (This one can be revisited if Vitter wins the Gubernatorial election this year)

Maryland

Donna Edwards or Heather Mizeur

Missouri

Despite Ferguson;

Jay Nixon remains our strongest candidate (which says a lot about the Missouri Democratic Party's fortunes)

New Hampshire

Maggie Hassan or Carol Shea-Porter

North Carolina

Charles Meeker (Former Mayor of Raleigh) or Brad Miller would be the s\best, IMO choices.

North Dakota

Earl Pomeroy (Mainly because he's younger than either Conrad or Dorgan)

Ohio

Mark Mallory, because he has more experience than Sittenfield, which will enable him to capitalize if Portman trips up or is defeated in a primary, and because he's younger than Strickland, which means Seniority can be built up.

Oklahoma See Kansas/Alabama/Idaho/Louisiana

Pennsylvania

Michael Nutter would be my pick

South Dakota

Tom Daschle really should consider that rematch...

Utah/South CarolinaSee Alabama/Idaho/Kansas/Louisiana/Oklahoma

Wisconsin

Mark Pocan, Barbara Lawton or Chris Abele (Scott Walker's successor as Milwaukee County Executive) would be my choices.

Crist lost against Rick Scott, how the hell is he going to beat Jeff Atwater or Marco Rubio?

Rubio's going to be running for President anyways. If I were a Democratic strategist, I'd be more worried about Putnam than Atwater.

Most likely VP slot either Jeb's or Walker's. As Hilary is considering Tom Perez, too.  Crist and Strickland would be Dems top recruits and most likely to win. Because Crist can self finance,  and Strickland is well funded, too.

AK: Begich
AZ: Kirkpatrick
CO: Bennet
FL: Murphy
GA: Barrow
IL: Duckworth
IN: Bayh
IA: Vilsack
MO: Kander
NV: Cortez-Masto
NH: Hassan
NC: Cowell
OH: Strickland
PA: Sestak
UT: Matheson
WI: Feingold

The rest are irrelevant regardless of the candidates, or certain candidates that could've possibly been competitive have already said they're not running (such as Beebe/Beshear).
