So he took someone who would eventually be on his staff on a trip with him in place of the staff person he was permitted to take,  It appears to me that in his quest for a "zone of privacy" he engaged in a lapse about as serious as Hillary's use of a private email server instead of a government server.  It's another scandal that will matter only to people who didn't like em in the first place.
