California (although NY would be a wonderful state to live in).  Love the weather, plus it has San Francisco, which would be among the top places in CA to live in for me.

the earthquake thing scares the sh**t out of me.  knowing that it's not if but when.

My mom has always told me that tornadoes are far more terrifying than earthquakes because of the advance notice. Earthquakes may be an issue on the West Coast, but it also doesn't have to deal with hurricanes or their remnants. There may be Loma Prieta on the West Coast, but there's Hurricane Sandy on the East Coast.
Tornadoes are probably the most terrifying weather phenomenon though cold and snow are the most taxing over time psychologically.  Being buried is a primal fear.

Both states have desirable places.

I don't want to share a squalid place with 14 roommates, so that rules out Coastal California and Metro NYC. So, between the Central Valley and Upstate NY, I guess I'd go with Buffalo, Rochester, or Syracuse.
