I want a comprehensive scholarship bill to help encourage people into government service. With the recent terror attacks we need to show that we're still united as a community, and that we're all proud of our nation. We've got other bills that help people with university degrees by offering incentives but I think that this bill goes much further.

Not only will it draw people into government service, but it will make our work force more skilled and more representative of our society. We need effective government, and this bill gives people a route to getting involved in their communities

One thing, I would like to ensure that the committee of experts is not biased or plays no favoritism to any particular applicant or group of applicants.

Do you have any mechanism to assure that this would not happen?

If so, I would certainly support this bill.

Well for starters all decisions would be open for appeal. This is vital to the whole process, to ensure that everything runs fairly. I'd have formal guidelines, basically lots of box ticking to ensure that it works well rather than being based on what the experts like in people

I've included that the 'experts'come from different backgrounds, and to ensure there isn't a bias towards 'Academia' I've got people who are involved in local government and charities.

But this is completely different to a court situation, it's like saying I'm wary of doctors because they can have two different views.

The whole point is that we have 10 people, who are knowledgeable about the how the community works, and our independent. If we're handing out $10,000 we want to make sure it goes to the right person.

I can't see anything more I can add to this. I've included 10 different people, from varying backgrounds, from varying careers. Plus I've put the option to appeal in. I've put out the criteria, and said that it needs to be done in an official manner with an official scheme of work

Most scholarships are decided in rather murky conditions. I've set this up to be as open as possible
