Would have to be someone who voted for Obama based on Sandy relief, but otherwise has voted Republican.

But seriously, there were probably very few of these. Booker did worse than Obama, yes, but turnout was so low in the 2013 special election (Romney received more vote in 2012 than Booker and Lonegan combined) that there was probably little to no crossover and Booker's decreased margin bas based on turnout (Booker actually received just over one third the vote total that Obama had in 2012, 740 thousand compared to Obama's 2.1 million while Lonegan took about 40% of Romney's vote total, at 600 thousand compared to Romney's 1.4 million).

To actually answer the question, they would be Republican leaning indies who voted for Obama because of Sandy as Invisible Obama mentioned. There were probably a few who just didn't trust Booker all that much.

I think the better question would be to describe an Obama 2012 , Lonegan 2013, and Booker 2014 voter.

This made my day.

That's the only way I see possible that someone could vote for Obama and then vote for a slightly-toned-down version of EW Jackson.
