I like most of what is in here, but I think the PICs were were a bridged too far for me. I missed a good bit of this debate and though I do know the original was far more aggressive.

I am deeply troubled with what is going on in this country, but I think the approach in this bill is wrong. The end goal is bring the police closer to the communities and therefore any bill or list of dictates from on high is necessarily going to come up short but especially in this case. I think these PICs, whilst being independent is fine, are both too large and the selection process flawed such as to ensure that most of what it does will be inneffective and what it does manage to achieve, will serve to make it more difficult for police to perform for fear of what the board will do or how it will look. I like the funding for the cameras, building on my legislative from last year and also would be fine with some kind of independent review system, something I referenced in brief back last fall. However, with no standards and no protections for the police in the process, nor frankly the victims of police brutality, there is little to ensure that the boards aren't slanted and don't become a detriment to either or both sides.

The same thing of Hagrid and Yankee here. I like the majority of the bill, but there are the PICs that are not acceptable for me.

I will say Police Integrity Commissions (or differently named bodies) exist in many places around the world without the world falling apart and anarchy being released upon the community.

And they are probably more strictly regulated than they are here, unfortunately. As Senator Yankee said, there are no protections and no way to ensure that the PICs actually operate with any kind of integrity or professionalism.

I hope the president will consider these points when he takes action on the bill. Otherwise I fear our country will become less safe.

Yet an unregulated police force is somehow safe?

There was an opportunity to amend the language to clarify those elements of greatest concern, the President still has the option to re-draft should he share your concerns.

Basically I'm inclined to agree with Hagrid that policing is often not the sort of thing that can be easily understood by members of the public, but on the other hand just leaving enforcement to the police, as we've seen in places like Staten Island and Ferguson, doesn't work either. I think by placing 2, but nowhere close to a majority in the PIC we have the benefit of their understanding of police work, but without the danger of them closing ranks on their own.

Yes, those changes make perfect sense, and I am prepared to support this as well.

"4 selected from the community"

-though this seems undefined as to how it will be selected. I suppose that it will be the regions setting out those procedures, no?

As police departments are a regional matter, I would think so.
