Biden

Biden: 335        Watts: 203        270 to win

Appalachia would no doubt vote for Watts today, but in 2000? I think it goes for Biden.

293 - 245
Watts' candidacy shakes up the country's racial politics, but not enough to change the map much at the electoral vote level. Biden is an energetic and personable candidate that promises to continue the Clinton economic legacy but with more integrity, and this is ultimately decisive.

Biden definitely wouldn't have shied away from Clinton like Gore. I'm not sure why you have Washington under 50%
