Civilization, which can be summed up as "not killing people who aren't attacking you". So you're very close with "neither". I know very little about internal Yemeni politics, so I've no idea who's defending themselves, or if anyone is. But I suspect that the hereditary dictatorships dropping bombs aren't the good guys, no matter who they're targeting.
