And since it likely pertains to why you asked, I'll mention that not all Secretaries of State handle elections.  The South Carolina Secretary of State is one whose only involvement in elections is being elected.

Because nothing could go wrong from having the person in charge of monitoring partisan elections be someone who themselves has to win such a partisan election to keep their job.
