Starting with figuring out why it happens would be good.

Right now we have a few hunks of trees from northern Russia and the mountains of California that supposedly tell us the exact temperature of the earth 1200 years ago. 

The art of dendrochronology, like tea leaf reading or palm reading, is a mysterious and complex science of many complex regressions and 'nature tricks' that, with the help of computer models as sophisticated as SimEarth(tm), you get results surprisingly consistent with your expectations!

Respond to criticism with endless and persistent legal action, attack those who disagree as 'deniers', shred raw data and hide behind legal action in releasing your methods for duplication...and find true believers to hype the dogma with talk of 'everybody believes it!' Consensus bs.

Germany is having an aha moment in climate science at the moment.  It will be here soon.

THEN we can determine what, if anything, should be done.

In the meantime..reduce, reuse, recycle and adapt.

We can't talk seriously about ending climate change without ending capitalism. I'd say our best bet is to socialize the means of production and move towards a democratically planned economic system that puts human need ahead of profit and allows us to make the transition to cleaner, safer forms of energy and allows us to invest in developing technologies that will help us control the weather and reverse climate change.

We can't talk seriously about ending climate change without ending capitalism. I'd say our best bet is to socialize the means of production and move towards a democratically planned economic system that puts human need ahead of profit and allows us to make the transition to cleaner, safer forms of energy and allows us to invest in developing technologies that will help us control the weather and reverse climate change.

     So in other words climate change is here to stay. Fortunately we still have a lot of margin for error before anything too bad happens.

Superfund Cleanups:

Increase taxes on petroleum and businesses producing it.
Begin five year toxic waste clean up program as a Superfund of $9 billion.
Pay for program with a 0.026% tax on polluting companies making over $ 2,000,000.
25 cent tax per barrel of imported petroleum.
18 cent tax per barrel of domestic petroleum.
Increase taxes on chemical feedstocks.
Criminal penalties for companies found dumping toxic waste illegally.
 

Chlorofluorocarbons Phase-Out Management Plan:


From 2020-2021 CFC's level of consumption and production of controlled substances is not to exceed 150% of its calculated levels of production and consumption of 2012.

 

From 2025 CFC's calculated level of consumption and production of controlled substances is not to exceed, annually, 25% of its calculated level of consumption and production in 2012.

From 2025 CFC's calculated level of consumption and production of controlled substances does not exceed zero.

Base our future decisions on the current scientific, environmental, technical, and economic information.
 
Hydro-Chlorofluorocarbons Phase-Out Management Plan:


Use as a replacement for chlorofluorocarbons until 2040.

Inform public about the high cost of transition from hydro-chlorofluorocarbons to a safer option prior to 2040 deadline.

Encourage all developed and developing nations to meet this criteria in our responsibility to protect global commons.


Pollution Regulation:

Cut carbon monoxide by 25% in the next decade.
Cut particulate pollution by 40% in the next decade.
Control acid rain through cap and trade.

 
Coastal Barrier Resources:


Forbid federal subsidies to new development​s for roads, housing, and flood insurance.

Private interests may still develop land without federal money.

Secretary of Interior to carry out planning, engineering, and design for projects for shoreline erosion control.

Protect ocean, coastal, and Great Lakes ecosystems.

Tougher discharge regulations on Chesapeake Bay.


Farm Subsidies:

Require farmers receiving federal subsidies to comply with various standards before cultivating erosion prone soils.

Prohibit federal money from being used to drain wetlands.

Avoiding soil erosion and protecting wetlands saves taxpayers money.
 

Water Resources Development:

Charge user fees for the inland waterway system with taxes on diesel fuel sold in marine terminals.

Carry out 35 new works of improvement for water resources development and conservation in the southern states.

Secretary of Interior to carry out various beach erosion control, navigation, storm protection, streambank and shoreline erosion control, and harbor maintenance projects.

Carry out removal of silt, aquatic growth, and other material in the Great Lakes.

Secretary of Interior to prepare biennially a public report for each state containing a description and the status of each water resources project.

Secretary of Interior to disclose petroleum product information to any state taxing agency that requests it.

Establish 86 flood control projects focusing on the building of reservoirs.


Public Lands:

Discourage wasteful projects which harm the environment.

Set aside 10,000,000 more acres of wilderness.

Rather than continue creating more national parks than we can maintain, use resources to improve facilities and access in existing parks.

Public lands impact the soul and spirit.

Preserve open space and control urban sprawl.

 
Emissions Trading:


Limit the amount of pollutants that can be emitted.

Sell limits to firms in the form of emissions permits which represent the right to emit a specific volume of a pollutant.


Require firms to hold the number of permits equivalent to their emissions.

Economic prosperity depends on wise use of natural resources.


Emergency Planning:

Write emergency plans to protect the public from chemical accidents.

Establish procedures to warn and evacuate the public in case of emergency.

Provide citizens and local governments with information about hazardous chemicals and accidental chemical releases in their community.

Assist in preparation of public reports on annual release of toxic chemicals in the air, water, and soil.

Identify affected facilities and transportation routes.
Describe emergency notification and response procedures.
Designate community and facility emergency coordinators.
Describe methods to determine the occurrence and extent of a release.
Identify available response equipment and personnel.
Outline evacuation plans.
Describe training and practice programs and schedules.
Contain methods and schedules for exercising a plan.

 
Emergency Release Notification:


Publish a list of extremely hazardous substances.

Include name of chemical, location of release, time and duration of incident.

Specify whether chemical has gone into air, water, soil, or some combination.

List known health risks and necessary medical attention.

Detail proper precautions and/or evacuations.

Provide contact information for people at the facility of release.

Failure to notify proper authorities to result in a $50,000 fine for each day of non-compliance and possibility of two years in prison.


Toxic Chemical Release Inventory Reporting:

Forms must be filled out if facility has more than 10 employees
If facility is in a specified Standard Industrial Classification Code.
processes more than 25,000lb of toxic chemicals a year
uses more than 10,000lb of toxic chemicals a year
manufactures, processes or uses a bioaccumaltive toxic chemical above the  reporting threshold

Reports can vary anywhere from 0.1 grams for dioxin compounds to 100 pounds (45 kg) for lead.

EPA to team up with Health and Human Services Department to list toxic chemicals, hazardous chemicals, and hazardous substances.


Environmental Education and Funding:

Provide environmental grants for outdoor experiences.
$9,700,000,000 for Amtrak improvements to cut down on transportation.
Slow down approvals of forest thinning projects.
Counter website promoting Yucca Mountain waste dump with a better site.
Make tax deductions permanent for conservation easements.

Obviously the poor should bear the brunt of the costs of any environmental effort. America wouldn't have it any other way!

In related news, I've heard that the personal lifestyle choices of granola-head white liberals from Marin make a major difference.

We could wipe out humanity and still have no guarantee the world won't get warmer. Work to reduce pollution in sane fashion and adapt.
