Philadelphia still voted GOP at that point. The shift of Philly from Safe R to Safe D is what made the state competitive at the presidential level post-new deal.

Probably.  1932 was the last time a Republican won a majority of the Black vote.

Do we know the black population in Pennsylvania in the early 1930s?

Now that I've looked up Hoover's margin in the state, I can see it probably wasn't close enough for blacks to have made the difference.

Blacks were only 4.5% of Pennsylvania's population, and Hoover won it by 5.5%. Delaware was 14% black and was won only by 2.4%, so maybe that could have been it. But if they only voted 55-45 for Hoover or something then probably not.

Hoover had a good standing in the Northeast, and Pennsylvania was uber Republican up until this time period (as was Philadelphia).
