Obviously horrible proposition. No one who isn't an old can afford to buy a house in California. You buy a typical $1 million house (we're talking a 2-3 bedroom house in a meh neighborhood with current prices), paying $50-60k a year mortgage and $10k property tax, while the identical house next to it has cheap mortgage long paid off and $2k a year property tax.

HP.  I'm so sick to death of how our current system, especially in those built-up areas that by all rights should be growing, stick the shiv into anyone younger than 40 (or, even, people older than that who have to move for any reason) for the benefit of old-timers.
