Rent control doesn't work because it just picks winners and losers.  Some people get a windfall, and everyone else has to pay the market rate, only made more expensive by the rent control system.  On top of that, you can discourage building improvements, new construction and economic activity in your city.  Rent control can create slum neighborhoods and dangerous, dingy apartments where the landlord can't afford to maintain the property because the rent is too low. 

It's also a bad welfare policy because middle class and rich people often benefit from rent control. 

If you're going to subsidize the poor people, you should just give them money.

I don't feel knowledgeable enough to casually dismiss the objection that many economists put forward against price control measures in this area as I would do, say, with regard to the minimum wage. Besides, I do believe that the most effective way to ensure universal access to housing is for the State to directly build, purchase or even confiscate housing units and rent them directly to low-income families at below-market rates (or possibly even for free).

Horrible policy– I may be on "the left" but the objections of the economists are, in this case, entirely correct. In the end it ends up squeezing newcomers, young people, and middle-income people of all stripes, at least whenever it is applied for any longer than the briefest of band-aids (in concert with other, more durable approaches) that CrabCake envisions.

There are better, less discriminatory and capricious, ways to tackle displacement.

Also, huge misuses of real estate crop over time, since moving usually results in a massive rent increase. So the couple whose children are all grown stay in their massive 3 bedroom, while families with children sit on waiting lists.

Well, that particular problem only applies if you don't have general rent control. If all rental housing is rent controlled a move to a smaller flat will not give a rent increase, but a decrease.

Option 3.  Rent control is generally bad, but it can be useful if an unexpected situation causes a spike in demand beyond the ability of new construction to respond to it.
