Maybe he'll do a non-announcement announcement, just saying that he wants to announce that he hasn't decided yet, like Hagel's 2007 train wreck:

Everyone's assuming he's jumping into the presidential race full throttle, but it's only an assumption. It could just be formation of a "testing the waters" committee, or he could just be announcing that he's running for reelection to the senate.

Yeah, despite all the Republican outrage at affirmative action and tokenism, Rubio (and Fiorina) are clearly just token minorities running so that the debate stage isn't just 10 old angry white men. The question is, what were they promised by party elders in return for running?
