According to the Atlas, Kerry won this county 54-44. Schweitzer lost it 60-34! What gives?

Well, I managed to answer my own question: CNN has it wrong. Schweitzer won Roosevelt County 60-34, not lost.

Ah yes, that would figure. Another possible answer might have been that Sioux voters have a reason to hate Schweitzer and/or to like his opponent, as Roosevelt County is dominated by Fort Peck Indian Reservation. But your answer also makes sense. Smiley
