Nah, the RCC was the central organ (the article said VP, so I just went with that). It at least underlines that some very senior Baathists are fighting with IS and/or IS allied militias. You don't get them any more senior and high ranking than al-Duri. Still, the Iceman has been rumoured to be cold once or twice before and then resurrected in videos online, so lets see if the 5% insecurity turns out to be the truth.
