You could make a decent argument that Cuomo is more 'neoliberal' but I wouldn't go as far to say he is more right-wing mainly due to Santorum's rhetoric.

Both are craven opportunists willing to say anything to win and hold office, so I'm not sure you can really say. If you really think Santorum (who had a moderate voting record when he represented a Democratic Congressional District) believes the sh**t he's saying, you're a sucker. He's a chameleon, much like Cuomo, who will tell the liberals what they want to hear on fracking while also slashing business taxation and going after unions.
