Can someone check my calculations - as I may be using the wrong re-distribution method:

Altsomf elected. 0.40 over the quota.

This 0.40 is re-distributed using the second preference votes.

Pikachu - 3.000

No-one reaches quota, so Pikachu eliminated with the fewest votes.

If I'm not wrong, the quota can't be a decimal number.
So if it's 4.01, it's 4. If it's 4.99, it's still 4.

I'm not 100% sure - I think in most elections it wouldn't matter with the rounding up, due to thousands of people voting. But with this being 23 votes - it might benefit from being a decimal quota.

Agree, but current Atlasian law doesn't use decimals, Cris is right on this one.

talleyrand already had the right answer guys:

I incorrectly told Castro via PM the results were correct because I plugged them into the calculator, but apparently the whole thing is messed up so I did it by hand here.

There were 23 votes for 6 seats, so the quota is 4 votes.

Clyde (4)
Cynic (4)
JoMCar (5)
Castro (3)
Pikachu (3)
DKrolga (4)

So Clyde, Cynic, and Dkrolga are elected without surplus, while JoMCar is elected with a surplus.

So this is what happens in the tiebreaker between Castro and Pikachu-

Castro- 3.4 (+Peeperkorn, JoMCaR)
Pikachu- 3.4 (+Pessimistic Antineutrino, Winfield)
Exhausted- 0.2 (+Deus)

So it's a tie. Looks like the Lockett Calculator was FAR OFF.

That means a runoff as far as I know.
Scratch the runoff.

According to the Proportional Representation Act (link below), we'll need to count first preferences to break the tie, and go successively to each level of lower preferences if there still exists a tie.

In the first round, both Pikachu and Castro are tied with three votes. On to second preferences.

In the second round, both Pikachu and Castro are tied with one vote. On to third preferences.

In the third round, Pikachu edges out Castro with nine votes to six. Pikachu wins.

So technically the certified winners are correct. The good thing to come out of this is that we've identified a serious flaw that we've had for many months now under multiple people (myself included) in counting these votes. Now we can avoid that in future races.

I was told that if the quota is 4.01 or 4.99 it gets rounded down to four. But I just removed candidates who were over the quota one by one - based on who had the most votes at that point (which may be the wrong method of calculating the result). When no-one reached the quota, I removed the person with lowest votes.

It might be beneficial to have a run-off and fix the voting system for the next election.
