How does this legislation interact with the bills previous passed on cooperatives? It doesn't referenced or amend any that I can see and I know they contain support mechanisms as well.

I generally am sympathetic to co-ops competing in the market place, and even recieving some assistance where natural forces would ensure a monopoly by one private or public company. However, this bill still has a TBD in it, there was no answer given about the previous legislation such as that I linked to and of course there is still the SBA reference, which is also present in the 2014 bill I linked also.
