Running as a Democrat? Well, probably Massachusetts or Hawaii. I'll add that since he's very centrist on social issues, the state he'd most likely pull from the GOP would be West Virginia.
A libertarian Republican from Georgia? Probably Georgia. Actually, never mind. Wyoming is a better bet.
