Ralston: Very complicated, with an uncertain outcome. No further action for another month, and GOP campaigns are seriously considering skipping NV if it remains a caucus because they see it as a Paul setup.

Update: bill has February primary for all races, carveout for Dem caucuses. Bill has Priebus' and Sandoval's support.
