This was a compromise bill that Winfield wrote, and that I would have supported had it not been withdrawn during the SirNick era. I'd like to see it get some debate.

Yeah, no need to "frown on" adulterers. They know they're scumbags, etc. so why do we have to formally say so?

Well that's different. If both partners know and are comfortable with each other having other sexual partners, that's not cheating.
