Which recent President had the best foreign policy? I'd say it's a draw between Carter and Obama.

Bush 41 (which is really a vote for James Baker, I suppose). In Iraq, he demonstrated admirable restraint. The invasion of Panama was wrapped up in a month. He didn't rush the country headfirst into Yugoslavia. Most impressively, he oversaw the unravelling of the Warsaw Pact and the reuniting of Germany while improving relations with the Russians themselves.  

He stumbled in Somalia and his new world order jargon was a bit creepy but no one has a flawless record.

I think Obama's policy is bad, but about as good as you're going to get from a leader of a large country. Trouble is foreign policy is such a crapshoot most of the time, it's very hard to assess these recent presidents true impacts. You have to screw up pretty badly (read: Bush Jr.) to be declared an outright failure so quickly.

Carter was pretty good with foreign policy, but every President has been flawed in it in some way. The problem is, foreign policy isn't as easily controllable as domestic policy. All Presidents have successes and failures. You'd have to be a spectacular idiot to screw up on the level W. did though.

Carter was far away the worst. Reagan was pretty good, as was Bush 41, as was actually Clinton. Bush 43 and Obama have both been quite unsuccessful (though tbf for foreign policy the effects are not always immediately clear). Voted Reagan.

2. Bush 41(Gulf War victory, handed end of cold war spectacularly)

3. Clinton(Peace)




4. Obama(Bad respons to ISIS , Libya, Syria, Russian Agression)

5. Bush 43( Iraq war, dibanding Iraq army, letting Osama go)

6. Carter(Iran hostage, Soviet threat expanding rapidly, Fall of Shah, Rise of Islamic Exterminism)
