As one can call themself a 'fiscal conservative' with very little evidence or idealogy (I wouldn't bat an eyelid if communists started to describe themselves as such), that.

Unfortunately, whenever I hear the phrase 'fiscally conservative, but socially liberal', I always hear "I don't like poor people, but I hate when the family drags me to church so I can't smoke my weed'

Yeah I agree even if I'm going by the conventional understandings of the terms. Technically George W and Reagan could also be described as "fiscally liberal" since they both ran up deficits.

The second option isn't even necessarily more libertarian. Someone could call themselves "fiscally conservative and socially liberal" because they want to cut property taxes and support abortion, even as they make frequent use of eminent domain and support the drug war.

That's definitely a political faction, basically Giuliani, Bloomberg, Schwartzenagger.
