I know he won't run, but if he, or any chair for that matter, ran for President, would any other figure stand in his way in the primary?

Lol what? Yes, every other figure would stand in his way in the primary. He'd be a third tier candidate. I suppose he could guarantee himself an invitation to the debates*, but with no natural base of support among the primary electorate, I don't see how he'd rise above ~5% in the polls.

*Which brings to mind the obvious conflict of interest. Is there anything in the party rules preventing the sitting RNC chair from running for president?

Has he ever held elected office? I'm still confused as to how he became RNC Chair without being a governor or congressman.

Or DNC Chair for that matter, which could theoretically be a huge problem if Debbie Wasserman-Schultz remains chair, continues in Congress, and tries to run for President.

He was chairman of the Wisconsin GOP for a few years and was well regarded for his work in bringing them considerable gains in 2010.
