Again, as I told you before, I don't view a balanced budget as anything more than red tape numbers games. The welfare bill was a accomplishment, but it accomplished a lot of bad. He was also corrupt even for Congress.

As for the other three, it was a case of who did the least wrong. Boehner is a figurehead, so perhaps I should rank him highest, now that I think of it.

For all that posters complain about an overly partisan House, I'm surprised that none rate Hastert better. He came in after the impeachment and had a good relationship with both Clinton then Bush. It was only after the 2004 election that he adopted the Hastert doctrine requiring that a majority of House Pubs support a bill before it would go to the floor.
