Dinging him on his understanding of the Constitution seems childish here.  While the House itself does not have the power to reject appointees, the Congress, via the Senate does and the Senate is Republican now.  It's clear what he meant is not an example of ignorance of the Constitution.  Charity prevents me from saying what it is an example of.

Well, to be fair, the voters endorsed the republican agenda in 2014. But blocking any and all nominees? Impeaching the president? That's not what republicans in competitive races made centerpieces of their campaign, and Gosar knows it.

Not at all. Even if we ignore the turnout question, exit polls had a higher favorability rating for the Democratic Party than the GOP.

Well, to be fair, the voters endorsed the republican agenda in 2014.

no.  for a long time now, Republican voters have voted Republican while explicitly opposing the candidates' carefully disguised agenda.  (good evidence of this is the minimum wage propositions passing easily in heavily GOP areas). elections rarely even refer to issues in any serious fashion.

The Republican controlled Senate will continue to approve qualified nominees put forward by Obama, unless said nominee is very contentious. 

Fifteen currently sitting senators were at some point members of the Tea Party caucus.  In a Senate currently divided 54-46, they'd certainly hold the balance of power, wouldn't you say?
