There is nothing praiseworthy about the current state of abortion regulations in this Region. It is evident that the heated fervor of opinion, and not the cool logic of fact, has informed past attempts by this body to regulate this particular act. The laws being consolidated by this act should be condemned on all counts, in all quarters, as a government-sanctioned attempt to impose one group's version of morality on the people, as an intended road-block to the exercise of Constitutional and legal rights, and as an intrusion into the lives of private citizens. Today, the distribution of power prevents us from achieving real progress on this issue, but the outrage of this Region cannot be indefinitely contained.

I will support this bill as a matter of good government only. I do not endorse the regulations it perpetuates; I will work, from here on out, to repeal its most disgraceful provisions. It is in the interests of transparency and simplicity that I cast my vote:
