How the hell am I being a moron about the matter?  I want peace but with regions funding brigades to overthrow our government then war is on the way.  We our solving the issue.  The southeast is democratically removing the leaders who are acting against he southeast constitution.  We don't need a northern invasion.

That being true, I still don't understand how in your own words "this ... will have started the next civil war."
I don't think I, myself, would start the war or be able to declare war.  However, the public outcry in the southeast region would trigger a phase of unstability and conflict which would inevitably lead to a war.
