He has been talked about as the frontrunner for the last 4-5 months, has been the center of a nationally talked about recall election. and yet in most of the polls being released, he consistently garners the highest % of "don't know/not enough info" when voters are asked to give an opinion about him.

Because most people don't follow politics closely.

You don't have to follow politics closely to know who he is. And if this is a case of low information people being polled, why are people able to form more concrete opinions about Jeb Bush and Rand Paul. Neither of two should be known more by the average joe blow than Scott Walker.

Unlike other candidates (Rubio, Cruz, Paul) Walker has followed a low-key campaign strategy till now, and considering his gaffes that's not a bad idea.

I can tell you first hand, the people my age at work know about Hillary, Rand and to some extent Jeb.

They have no clue about Walker or Rubio. It gives them a chance to rise.

Walkers original plan was to stay low key and peak at the right time during primary season until he got propelled to front runner status.

Jeb is the presidents brother/son
Rand is a controversial figures son
Rubio has had a higher profile for a longer period of time, he gave the state of union response.

Unlike Paul and Bush he doesn't have a more famous relative for people to associate/confuse him with. Unlike Cruz he hasn't gotten tons of exposure. Unlike Huckabee he hasn't been around for ages. Unlike Carson he is not black.

He is a boring and forgettable candidate with a boring forgettable name and boring forgettable positions.

This is pretty much it. People don't really care too much about politics.
